Comcast billing periods are paid in advance monthly  For example:  service period 7/30 to 8/30-2015 must be paid by August 8, 2015 or late charges are incurred.  

 

Changes to my services were agreed upon on July 24 2015 resulting in a reduced monthly billing for the next 24 months.  However, I was told today by Comcast Customer Solution agent that I must pay the original bill (for 7/30 to /8/30 2015 in full but expect to see a credit for excess payment in September.  When I suggested that I remit the quoted monthly amount of the new services for 7/29 throug 8/30 I was told that it would be viewed as a "shortage" and consequently incur a late charge of $10.00. Why?  Certainly this customer is not delinquent after making advance payment of future services.  

 

My question is:  Why is Comcast allowed to charge late fees on customer adjustments to payments that have been approved and arranged by its billing department in advance of the service billing period?   Great question for the PUC as well.
