Who determines what shows appear on demand?

What is the process for determining what TV shows are "on demand"?  Is it the network that decides to allow their programs to be broadcast on demand?  or is it the cable service provider who decides?  Would like to have "Person of Interest" on demand, and thus far (2 episodes in) it is not on demand/

It is the network channel.

It's whoever owns the rights. Typically the network, although the production company may also have a say.

Also, the networks seems to have given up on new programming for Friday and Saturday and have recently been turning them into repeat nights.

The previous information provide is correct.

It's the network that decides which shows are aired ondemand and they also decide if those shows will be aired online at www.xfinitytv.com as well.
