my tv is only showing a blue screen. Is system down?

my tv is only showing a blue screen. Is system down?

Turned on the tv and the screen is blue.  Have tried to reboot the box, but that did notthing.  There is a red light indicating that something is being recorded.  I would some day like to watchit.

Are you sure that you are on the proper tv input
