box for local channels only

I have a 3rd tv (with no cable box) in a home gym that I only need local channels on. Is there a set box that won't cost $10 a month?... as I already have 2, and this tv is rarely used.

The DTA's are $5.99/mo. Or just get an antenna for no monthly charge.
