Programming Remote

I have a recently acquired Insignia television and and a standard Xfinity remote.

I am attempting to program the remote.

I have completed the channel scan (as suggested by the Insignia "help" folks) . The screen tells me that I have found only three channels (3,33, and 69). When I go through the programming protocall using code 10463, all the lights flash appropriately. The Xfinity remote will then allow me to adjust the volume, control the "mute" function and turn off the television just once. It will not let me change channels or turn the set on. I must use the Insignia remote to regain power.

What am I doing wrong?
