No Comcast offered through Amazon Fire or Roku

Why doesn't Comcasts allow for HBO/SHO access on Amazon Fire and/or Roku?

 

Most Cable companys do - why don't they. We still have to pay them for the Movie(s) Channel Service.

It looks like Comcast has started supporting ROKU in a limited way.
