Limited channel selections available on Xfinity to Go app

What's the deal?  With FiOS, I could watch any TV show on my iPad --I had access to all channels on my subscription via their mobile app.  I could watch live TV on my iPad.  With Comcast, only a few channels are available--what gives?  How can Verizon make this content available to its customers, but Comcast can't?  I figured that Comcast as a content provider, owner of NBC, USA, etc., would be in an even better position to negotiate whatever rights are required to enable Live TV on mobile devices while in the home.  Seems like Verizon could do it, why can't Comcast?
