How to delete a device that is broken?

I use the mobile app to download movies to my kids iOs devices for watching in the car, but my daughter's iPod touch died a brutal death. I need to register her NEW iPod touch, but I can't remove the old from the devices because it's dead and will not fire up. So she is just out of luck? Is there a way to reset what devices are registered for downloads? Thanks in advance

There is no option to remove the devices that are listed.
