How can I tell if X1 Cloud DVR is available?

I have X11 boxes, and I have downloaded the X1 TV app to my iPad. When I open the app, it tells me it is adding the device, then I get a message that service is still limited in my area. I live in Philadelphia, which is supposed to have Cloud DVR. When I called Customer Service to add Cloud Dvr, the person knew about adding the code to my account, but the system would not let her add it. What can I do now? Is Cloud DVR available to me?
