Constant interruptions Netflix/Hulu

Several houses in our subdivision are having problems (primarily in the evenings) when trying to watch Netflix and Hulu. A one hour show takes an extra 20-30 minutes due to the constant interruptions..pausing to buffer. A service tech has been sent out, a new updated modem/router has been provided and the problem still exist. This neighborhood has over 1,000 houses. Why are so many of us having miserable experiences just recently with our Comcast service?
