Closed Captioning not working

Closed Captioning not working

I've been struggling with the closed captioning in Xfinity's website for TV, because there is no "CC in the bottom-right" to click and make everything better. I am hearing impaired, and cannot watch TV or Movies without the CC turned on, so please help quickly.

Closed captioning is not available for all shows and movies.  If it is available, you'll see the "CC" in the lower right.  You can use the "cc" filter on the TV and Movies pages to see which are available with closed captioning:

Isn't it federal law under the equal protections clause of the constitution that all broadcasts must have closed captioning so that the hearing impaired are not left out?

It is required to provide CC only if the original broadcast was made over the air.  If a television station aired a show and then made it available on internet, it must provide CC.  If the programme was never aired, then CC is not mandatory.
