Can't access TV online - browser doesn't matter, how I access the page doesn't matter

Something's not right here

We are having trouble adding this device to your account.
Please call 1-800-XFINITY and mention error 11700.

(Error xacsa.provision.11700: Error)

4 times contacting techs. Over 3 weeks I can't access this. I call and they give me this bogus old site that I can't access the DVR and watch shows that I recorded. Told over and over. Site has been updated and will be fixed in 24-48 hours. One says code is missing and he has added it. Should be working in an hour and that I will get a confirmation call within 24 hours. That didn't happen either. Does anyone there have a clue what is going on?

I have unplug, replugged, turned off, turned on, signed out, signed in, tried Chrome, tried Edge, tried from xfinity.com, xfinity.com/watch, https://tv.xfinity.com/foryou

I feel like I am paying for a third of a service that I can't use and I don't want to pay for it. Fix it or credit it. Your choice but do it soon because Google just put a lovely flyer on my porch this weekend.
