Adjusting size of screen using windows 7 and keeping on surface of other windows?

When using Xfinity TV GO using Google Chrome browser, how can one reduce the screen viewing area and retain in front of other opened windows while performing other tasks?

You should be able to drag the corner of the window to any size you want.

The outside corners can be dragged to shrink window, however the actual tv picture loses content and diminishes as you shrink the window.  The TV content should remain a full view as the size shrinks.  Also how does one kept the TV on the front of other windows?

Yes dragging corners shrink the window on the computer screen  however the full TV screen content shrinks with the window. Can one have a very small screen that stays on top of your other computer working open windows and maintain a full view of the TV Content in the smaller window?
