When you exceed streaming devices in use on your account you can get messages like that. Using the xFinity TV app, select the gear(settins) and select manage devies. it will list the device 'friendly name' of each device that xfinity believes you currently have in use.

some threads have pointed out that any viewing needs to be exited from to end that streaming session. If ended by closing the browser or force ending the X1 smart device app that the session will appear to still be open.

apparently the sessions expire off the 'list' eventually.

Try 888-824-8988, Advanced Tech Support, and tell them Error 11700. If that fails send Private Messages to ComcastZach and ComcastPhill directly. Just click their names in this post, and ask them to deprovision your devices due to 11700 error.
