Can you setup a rule to alert you if a door is left open for a period of time?

I would like clarification on this
in the Portal Here you display the exact rule im looking for, but I see no way to implement this, what am I missing here?

Again in your Setup guide Manage Mobile Rules - Parts of a Rule I see this elusive rule, without a method to implement it.

I found a method for it, at the time it was not available via the PC interface, only on mobil could i use that rule
