it doesn't make a sound.

It doesn't indicate it is working at all.

I keep getting message that comcast web page is not responding

Good luck. I have not been able to sign into the voice part of comcast for over one month. The phone indicated to callers that our line was no longer in service. I told the comcast rep to disable the voicemail system so that I could get calls, which worked, but still unable to do anything with the vm system online. It would seem that their tech support could solve this, but after a few days of no inbound phone service, I felt it better to have them disable their vm system. No problem with calling out. Another problem is the modem goes out intermittently for about 30mins every morning, interrupting the phone and internet system, but again, no explanation for why that happens.
