line-busy message

So I have my Xfinity phone system set up with oicemail turned off, because I like my answering machine. No problem. But when people call me while I'm on the phone, instead of getting a responsible POTS-like busy signal (beep-beep-beep-beep), or a message that I'm not available, what they get is the error message - "The mailbox number that you are trying to reach is not in service. Goodbye!" Makes it sound like my line has been disconnected. A vastly more responsible message would be - "This line is currently busy, and the voicemail has been turned off".

Is there a way to change this message?
