World Select 300 not available in my area?

A few months ago, I signed up for XFinity and overall have been happy with the service.

When I signed up I saw that World Select 300 is an optional feature that I'm interested in. However, since I signed up for service a few months before I was ready to move in and use it I choose not to get it at that time.

Now I'm trying to add this $9.95 feature to my Voice Unlimited plan, but I can't do it online, and the representative over chat told me they're unable to add it and to call Comcast. When I called them, I was told that this feature is not available in my area. Both times they almost enrolled me in the Latin America package, which is not what I need.

My understanding was that World Select 300 is a national feature and that I should be able to add it to my account. Has anyone experienced a similar issue? Thank you.
