Voice mail setup

I'm trying to set up voicemail on my second phone number and line. My first one works just fine when I call on my second phone or my new phone whenever you want to call it. I get the message:  The mailbox number you are trying to reach is not in service. I've called Comcast almost every day for the past two weeks and the people I have been speaking with don't seem to understand my English well enough to comprehend the problem that am having. I only say that in hopes that Comcast will sometimes take this into consideration. I can't believe that something so small could cause so much trouble and for such a long time. Also if you're wondering yes I am paying for all services for the second phone line and I confirmed that by checking my account.
