Universal caller ID not available in my area????

I've been on a chat session for 45 min, and another 1/2 hr phone call w/ Comcast regarding this question and still don't have an answer:

I've installed the Universal Caller ID app on my system, but it simply doesn't work. Both of the reps told me that they were adding the feature to my account and it would be available w/in 24 hrs. After 72 hours, nothing. Caller ID messages don't appear on my TV either.

I am in Danbury, CT. Is this a) a configuration issue or b) because Universal Caller ID is simply not available in my area?

Thanks for whatever help you guys can give...
