This probably belongs in the xfinity voice forum, however I'd say that you have something wrong with the jack wiring on something there.  The way it should work is that comcast should backfeed the line off the phone/internet modem (also known as an emta)  into a wall jack in the home, that should activate any jacks that are currently connected to the internal phone wiring.  This could be a charge for them to do this, but as they just installed you it might be waived.  I can't say for sure though.  It wouldn't be a second phone line because they aren't giving you a second phone number.
