I am not getting a dial tone. I can not call out and others can not call in. I have tried rebooting, and hooking up to every other phone jack, nothing helped.

If this is a new installation use another phone and do this:

 

Activating Your Equipment Over the Phone

 

  1. Call 1-855-OK-BEGIN (1-855-652-3446).
  2. While on the line for telephone activation, you will need:
    • The phone number associated with your account.
    • The last four digits of the equipment serial number(s).
    • The location of the equipment (living room, bedroom, etc.).
  3. If this is an old installation call 1-800-Comcast

Are you still having issues with this? If it has continued you might need a tech visit.
