Phone disconnects during calls.

Like I mentioned in my subject, The phone has been disconnecting my calls as of lately. It does it on all of the phones so I don't think its a phone issue. So, when it starts disconnecting my calls I'll reset the modem and everything is good for a few days. Its been doing this for three or four weeks now and its starting to get annoying. Maybe its just a coincidence but it seems the trouble started after a pretty major storm where the power was out for 6-7 hours. Two days ago I ran a brand new cable directly from the outside box and replaced the splitter, no difference. So what now?
