How do I escalate a customer support issue???

I am located in Mt Laurel NJ.  My basic question is how do I get beyond the front line support to get to someone one who will work with me to get my voice issues resolved completely and not just for 24 hrs.  


Back ground - The voice seervice was installed about six weeks ago and NEVER has worked correctly despite several sessions on the phone with cutomer service and visits to my house.  Each time it is someone different and each time the dial tone is restored, they leave and sometime later it drops out again.  The most recent time is about an hr ago.   How can I get in contact with someone that will stay on the case until it is resolved?  In short someone I can call back
