Home phone intermittently works for incoming calls

Since we moved to Comcast Triple Play, we have had a strange problem. At times, people calling our line, get a message saying "This line is not in service, I 100". This number was originally a land line, ported over to vonage and then to comcast


We have tried tickets with Colorado center, modem has been changed, connections have been checked. Today I tried to call home, got through with my work phone ( VOIP) but not through my ATT


Any ideas?
