Error when trying to access Call Manager

Below is the error message. 

 

We are temporarily unable to retrieve calling feature settings. Please try again later. If you require assistance please contact Customer Service [URL: http://www.comcastsupport.com/] with the reference code: SCC-xxxx

I have been getting the exact same error since I first got voice service. I've had endless chats and onsite service and no one seems able to fix this.  Please help!!
