Call waiting has never worked

I press "flash" and both calls are disconnected. New call goes straight to voicemail. Is there a way to PERMANENTLY disable call waiting so that callers get a busy signal like back in the good old days>

Yes, it can be done, but you will need to contact Comcast directly and have them turn OFF the Call Waiting feature on your service.....
