Blocked number still ringing through

I have been receiving calls (multiple per day) from a fund raising organizatioin. I requested to be removed from their calling list months ago.


Calls continue, (2 today) so last week, I went into call history, right clicked on the number, added the number to my call screen list...I figure, OK, I'm done with these calls.  They CONTINUE to ring through!  I'm pretty frustrated to the point that I used *57 to trace the call, but "this call cannot be traced, please call your local law enforcement".


I checked my call screening list, the number is on there, but how are they still ringing through?  Are they spoofing the number?  I'm confused.
