When you log into your account on the xfinity web site, go to the area where you would check your voicemail/call history.  From that screen in the upper right hand corner click the little cog icon and select the Settings option.  When that screen opens up, you should see in the left hand area a line item called Call Blocking and an option to the right of that labeled Edit.  Click on the Edit and you should now be able to add and remove individual numbers to block/unblock.
