Are two modems necessary?

Two years ago I purchased a modem for my internet service (which is through Comcast).  Later I signed up for triple play and added digital voice, but am required to rent a separate modem for voice.  Is this necessary?  My coworker has internet (owns her modem) and digital voice but doesn't pay the $7/month charge.  Similarly, we both have the same triple play premier package and she pays $15.00 more for her package.  Why are there no "standardized" rates?
