On Demand Error 14

We lost our On Demand service months ago, around when they were doing the digital migration in our area.  (We had digital boxes already)  Since then we have called at least a dozen times, and had two service visits, during which my whole house was rewired and the signal amped up.  I also replaced the boxes.  We still don't have on demand and Customer Service can only suggest another service call.  What can we do?  I don't think the problem is in my house, the problem is probably somewhere in the software, but I can't speak to anyone at Comcast with expertise.  I am only "allowed" to call the 800 number and have them refresh signals or send another technician who can't figure it out.  What can I do?  We really want On Demand back
