That is caused by a weak signal reaching your cable-box. I would loosen and retighten all cable connections at tv, cable-box, spliters, or cable connectors if more than one cable was required to reach the box.

Hi macomberm, are you still having issues with your picture freezing? If so, please click on this link to learn more about basic trouble shooting steps for your TV. Freezing is normally caused by a bad connection from your cable box to your TV or your equipment not being able connect to the internet. Your cable box uses a small amount of data to load your channels and provide your on demand content, if you're still experiencing this issue please test on demand content and live TV to see if you get the same issue on both.
