true and not true. a lot of towns in my area are using IRC and HRC.

HRC and IRC went out when Fiber based cable came in.  You will have Std as does everyone else.

 

HRC and IRC were certain offset channels to prevent interference from harmonics on long cascades of amplifiers when everything was analog.  It has long since been retired as Fiber hubs were put in place and amplifier cascades are very short.
