Intermittent audio signal interference

Has anyone else started getting an intermittent audio signal that broadcasts over the cable TV audio?  I also hear it on my radio/CD player even when playing CDs!  It sound like a stuttering sound that lasts only a few seconds and then repeats a few times, and then nothing for 15 minutes to an hour or so.  Any fixes?

Some cell phones will cause interference that is much like what you describe. Try turning off all the cell phones in the house and see if the problem persists.

Thanks for the suggestion but I hope you are wrong because I live in a 3 floor apartment building and do not personally own a cell phone.  So I can't control cell phone usage.  Also, the signal is becoming louder and more frequent.  Has anyone heard of a blocking device that might help?
