text updates and customer service

The website will not let me add my cellphone for text updates.  When I enter my phone number, I am told to expect a text with verification code; text never arrives.  Or arrives after the 15 minute limit has passed.  Or arrives, but when entered is "invalid"  This has been a problem for at least six months  and every time I spend several hours trying to get it fixed, I'm told it will be escalated and resolved. Then a few weeks later I get an email saying it have been resolved and closed, but the problem still exists.  

 

Customer service "callback" calls me back half an hour later and has me on hold for ridiculous amounts of time before I give up and disconnnect.  Or the autocaller calls me and then puts me on hold and hangs up on me.

 

Customer service chat does not give me an option that is relevant to my question.

 

For months, Frustrated was the word.  Now leaning more towards Infuriated.  Please forgive my tone, but given the circumstances, I believe it is not unreasonable.

 

How am I to resolve these issues?

 

Any suggestions for resolution are greatly appreciated.
