I tried this, but the layout of my Users tab (actually Users & Perferences) doesn't have an obvious Add New User option.

Use this link to determine if your UserID is associated with the primary account: https://login.comcast.net/myaccount/lookup

 

If you are a secondary account holder, the primary account holder must grant permission.  If you ARE the primary account holder, you will need to call into Comcast @ 1-800-COMCAST and speak with a CSR about the issue or you can try online chat at this link:  https://www.comcastsupport.com/ChatEntry/Protected.aspx
