why can't I upgrade my service online when I log in to my account?

why can't I upgrade my service online when I log in to my account?

Not sure who downgraded my internet and voice plan when I moved, but I want the same speed/features I had prior to moving! I would like to be able to just log in to my account, upgrade my services and be done, but it won't let me!

Offering to help through the forum doesn't really answer this question.
The only "uprade" or "modify" link that I found that seems to work is the one for adding premium cable channels (unfortunatley, that's not what I'm interested in). The rest links to upgrade your internet all redirect to a customer service number. Is it not possible to just upgrade my internet package online?
