"A communication error has occurred" when trying to access billing

I keep receiving this error and has been going on for about 2. I really want to be able to setup my account online because last time i paid over the phone they paid with the wrong credit card and (have yet) to issue a refund to the proper account.

I can help troubleshoot the issue with paying your bill online as well as take a look at the payment that was made using the wrong credit card. In order assist you, please send me a private message verifying the first and last name of the account holder, the phone number, street address, and the account number associated with your services.
