setting e-mail filters

One used to be able to right click on an e-mail message to set a filter but now I can't find anyway to create new filters.  How do you do this?

 

BTW; Comcast needs to STOP changing the user interface...it is very annoying and it usually gets WORSE each time.

Select and open the message in the Inbox page list.  In the header look for a "hamburger" icon and click on it.  In the drop-down menu you get, the last item is "Create filter rule".  Click on that and follow the prompts.
