how do i request a receipt when i send off an email to make sure they received it?

You can't do this with Xfinity Connect webmail, but you can do it with an email client such as Windows Live Mail, Thunderbird, Outlook, etc.  Be aware, however, that even though you might request a confirmation receipt, but person you send to doesn't necessarily have to respond to that - they can ignore it.

thats a shame i have to find another email client. I'll ask verizon if they do confirmation receipts for emails. thank you

You will likely find the same situation at Verizon. It is a function of the way allInternet email works. Read or Delivery receipts are really functions of enterprise email systems such as those run on Microsoft  Exchange Server. Typically, the servers used for Internet email do not use those kinds of enterprise functions.
