By persistent, you mean the pages load everytime you start your browser?  If yes, it is within your browser's settings.... in Chrome it is located in On Startup...  in IE it is located in General under Home Page

Two old persistent tabs keep showing up despite IE setting options.  Clicking "Close Tab" removes tabs but not permanently.  No problem with other old and current tabs.

In your IE settings, goto Gear>>>>Internet Options>>>>General and look in the box for home page.  Ensure you arrow down to make sure the pages you do not want starting up are removed from that section.
