There is no way to generate a bounce message.  All you can do is block the sender by setting up a filter to discard incoming messages from that sender, or forward it to some other account etc.  To use a filter on the old email format, from the Inbox page go to Preferences>>>>>Email>>>>>>Email Filters.

 

If you are on the new format, from the Inbox page, click on the gear icon in the upper right corner of the screen, then under Mail you will see Filter Rules.

 

Depending on how much work you want to put into a bounce, you could set up a free account with another email provider like Yahoo or AOL or something, then set it to use an auto-reply saying whatever you want it to.  Then set a filter in your Comcast account to send messages from the sender in question to that other account so it would get the "bounce" auto-reply.  The thing is that the other account could only be used for that purpose.  So you would treat it like a disposable.
