Can I get emails from November 2015 that I dont have on my outlook account from Comcast?

You should still have them unless they were deleted from the server.  That would depend on how you had Outlook configured when the account was still enabled in it.  If they were deleted from the server then the answer is no.

Did you also have the emails in Xfinity Connect, or did you have it set to send all email  to Outlook? 

IF you set up Outlook to leave copies of email on the server, they will be in your XC Inbox.  If deleted from the XC Inbox, some, not all, might be recovered.

Do you use an email client? Which one? (Eg; Windows Live mail, Outlook, a smartphone etc.)
Which browser/version do you use? And- have you cleared your browser cache?
Which operating system? XP, Vista, Windows 7, Mac OS X
