how do I get a notificaiton that someone has received my e-mail?

What you are describing are called "Read Receipts".  The new email format in Comcast will have it available, but it's not in place yet.  In the meantime, the only way to use that feature is to enable the account in a desktop email client like Outlook, Thunderbird, Windows Live Mail or some other.  Most clients have that ability.  Keep in mind that compliance is voluntary on the part of your recipient.  It is not generated automatically.
