Where is the switch to confirm someone has opened an email i sent?

There is no such switch.....Some email programs such as Outlook, Windows Live email etc can request a reciept. 

Requesting a reciept does not mean that you will actually recieve one as there is no way to force a return reciept.  It is dependent on the recipient cooperating by allowing a receipt to be sent back to you.

Only email on a closed system such as Exchange Mail with the recipient being in the same exchange system can force reciepts being generated and only if they the server is set up to do so.
