Is there a way I can send out group e mail and request notification they either read it or received it?

In the Comcast webmail UI--------no.  I don't know of any webmail accounts that have that capability.  For that you would have to enable the account in a desktop email client that supports that feature like Outlook, Apple Mail, Windows Live Mail or some other.  Even then compliance is entirely voluntary on the part of the recipient.
