Sometimes - but not always - when I first bring up xfinity.com home page, then click e-mail, instead of displaying the login box, it says I must allow cookies.  Cookes are not turned off.  Then without doing anything but going back to the home page and trying again, clicking the e-mail button takes me to the page with the login box without any cookie message.  My browser is firefox 40.01.02  What's going on here.

Did you try clearing cache/history in Firefox?  Then try to sign in again and see if you still get the error.  You could also try updating to Firefox 42.0
