cannot send/receive email from Outlook 2013 - IMAP server issue

cannot send/receive email from Outlook 2013 - IMAP server issue

My email has been working fine for years until today. 

Online Comcast webemail: I can send and receive messages 

Smart Phone: I can receive messages, but I cannot send messages

PC via Outlook 2013: I cannot send or receive messages 

 

My internet access is working.

 

I have the following settings in Outlook 2013:

account type: IMAP

incoming mail server: imap.comcast.net

993 SSL encryption

outgoing mail server: smtp.comcast.net

587 TLS encryption

 

I even reset my password to see if that helped - but it did not resove the problem

 

Is there a server problem or some kind of settings change that has occurred?  Looking for a solution.

I don't have Outlook, but on the iPhone, what happens when you try to send?
