Can Comcast resend mail from 7/6/2016 to my email again?

Email that you received, or that you sent?  If you mean that you sent, and you used Webmail or IMAP, it would be available for your retrieval in the Sent folder.  If you mean that you received from an external source, then no.  If you retrieve your mail via POP3, there might still be a copy on the webmail server depending on your client settings.
