Shared email account needs to keep emails on the server using IMAP on Outlook 2013

I have a shared email account that needs to keep the emails on the server so all can view them. At this time if one deletes emails to clean up their inbox, it also deletes the emails from the other users. Is there a way to stop this from happening with IMAP emails using Outlook 2013

Not really. The main benefit of IMAP is that a single user using multiple devices can delete an email from all of his devices by deleting it from just one device (what actually happens that the email is deleted from the server; IMAP clients generally only "see" messages that are stored on the server). In your scenario y'all should be using POP, with the various users configuring their POP email clients to "leave messages on server"; the default for most POP clients is to delete messages from the server after downloading them. You could have a "master" IMAP account that would delete messages from the server after everybody's done with them, or you could do that "master" deleting via webmail.

Does Comcast have the ability to use POP mail along with IMAP? Is it only the Inbox that gets sync'd, or do all manually created folders get sync’d. And if Comcast has the ability to use both, what would the settings be?

Yes, you can use either protocol to access your email. It's just a matter of how you configure your email client.

POP can only access the webmail Inbox. Theoretically IMAP can access any webmail/client generated folder, but theory and reality don't always align.

 

And if Comcast has the ability to use both, what would the settings be?

 

IMAP settings:

Server name: imap.comcast.net

Port: 993

SSL required

Regular user/pass authentication

 

POP3 settings:

Server name: mail.comcast.net

Port: 995

SSL required

Regular user/pass authentication
